127 million square meters of newly built prefabricated buildings in the country in the first 10 months

本报讯 Reporter Liu Liyuan Reports The reporter learned from the press conference on "Promoting the Stable and Healthy Development of Prefabricated Buildings" recently held by the Ministry of Housing and Urban-Rural Development that, to earnestly implement the decision and deployment of the Party and the State Council, the Ministry of Housing and Urban-Rural Development has concentrated its efforts and paid close attention to implementation, and promoted the healthy and stable development of prefabricated buildings through measures such as overall promotion via pilot demonstration and expanding scale to drive industrial development. From January to October this year, about 127 million square meters of new prefabricated construction projects have been implemented across the country.

Overall Promotion of Pilot Demonstration

In November 2017, the Ministry of Housing and Urban-Rural Development identified 30 cities and 195 enterprises as the first batch of prefabricated building demonstration cities and industrial bases. The demonstration cities are distributed in eastern, central and western China, and the development of prefabricated buildings has their own characteristics; the industrial bases involve 27 provinces (autonomous regions, municipalities directly under the Central Government) and some central enterprises, and the industrial types cover the whole industrial chain including design, production, construction, equipment manufacturing, operation and maintenance. Driven by the pilot demonstration, a work pattern of comprehensive promotion for prefabricated buildings has gradually taken shape.

Up to now, all 31 provinces (autonomous regions, municipalities directly under the Central Government) across the country have issued relevant policy documents to promote the development of prefabricated buildings, and an overall development momentum has taken shape. In the process of promoting the development of prefabricated buildings, all localities pay attention to combining local industrial foundation and social and economic development, determine development goals and work arrangements in accordance with local conditions, formulate relevant incentive measures in land transfer, planning, finance and taxation, finance and other aspects, and innovate management mechanisms to ensure the stable and healthy development of prefabricated buildings.

Among them, Beijing has innovated the method of bidding, auction and listing in the land transfer link, adopting the policy of "controlling land price and limiting housing price", which allows bidders to independently submit high-standard commercial residential housing construction plans, and took the lead in applying the market mechanism of enterprise commitment plus performance bond in the management of high-standard commercial residential construction projects, to ensure that the projects are built as prefabricated construction projects.

Shanghai incorporates the construction requirements of prefabricated buildings into the supervision of land consultation and construction management information system, and sets management nodes for check at the links of land transfer, project application for construction, drawing review, construction permit, acceptance and other links, to ensure that all tasks and requirements are implemented. At the same time, it strengthens the supervision of prefabricated components, and carries out filing and registration for production enterprises of prefabricated components and their product flow.

Shandong Province promotes the whole-process quality traceability system, implements three systems: construction condition opinion letter, industrialization technology application review, and comprehensive acceptance of residential quarters, and strictly implements the requirements for prefabricated buildings in the land and project supply link, planning and design link, and completed comprehensive acceptance link.

Expanding the Scale to Drive Industrial Development

All localities actively promote the implementation of prefabricated construction projects, and the scale of new prefabricated buildings continues to grow. According to statistics, in 2015, the area of new prefabricated buildings nationwide was 72.6 million square meters, accounting for 2.7% of the area of new urban buildings. In 2016, the area of new prefabricated buildings nationwide was 114 million square meters, accounting for 4.9% of the area of new urban buildings, a year-on-year increase of 57% compared with 2015. From January to October 2017, about 127 million square meters of new prefabricated construction projects have been implemented across the country.

The expansion of the scale of prefabricated buildings has directly driven the development of the whole industrial chain including design, construction, component production, prefabricated decoration, equipment manufacturing, transportation and logistics and related supporting facilities. Some local governments have actively introduced leading prefabricated building enterprises, which have improved the local development level of prefabricated buildings and driven the development of local economy at the same time.

Improving Quality to Enhance People's Sense of Gain

Prefabricated building is an important starting point for the transformation and upgrading of the construction industry, and also an important aspect of supply-side structural reform in the construction field. The report of the 19th National Congress of the Communist Party of China points out that the principal contradiction facing Chinese society in the new era is between the people's ever-growing need for a better life and unbalanced and inadequate development. Improving building quality and the health and comfort of residence is an important way to enhance the people's sense of gain and happiness. Through standardized design, factory production, prefabricated construction, integrated decoration, information-based management and intelligent application, prefabricated buildings have greatly improved building quality.

Prefabricated buildings use factory-based production of components to replace on-site construction methods, and the quality of industrially produced components is stable; prefabricated operation replaces manual masonry operation, which can greatly reduce construction errors and human errors and ensure construction quality; the prefabricated construction method can effectively improve product accuracy, solve common systematic quality problems, reduce the later maintenance cost of buildings, and prolong the service life of buildings; promoting full decoration of residential buildings and developing prefabricated decoration not only improves decoration quality, saves resources and energy, but also reduces noise disturbance to residents and the discharge of construction waste. Therefore, while improving building quality, prefabricated buildings also enhance the people's sense of gain.

Further Practicing the Concept of Green Development

The report of the 19th National Congress of the Communist Party of China clearly calls for promoting green development. Prefabricated building is an important focus for practicing the concept of green development in the construction field. Compared with traditional cast-in-situ buildings, prefabricated buildings can shorten the construction period by 25% to 30%, save about 50% of water, reduce about 60% of masonry and plastering mortar, save about 80% of wood, reduce about 20% of construction energy consumption, reduce construction waste by more than 70%, and significantly reduce construction dust and noise pollution. At the same time, the green construction method also has obvious advantages in energy saving, material saving and emission reduction, and plays a supporting role in boosting the development of green buildings, improving the quality and connotation of buildings, and promoting the transformation and upgrading of the construction industry.
